Between 2022 and 2024 the UAE effectively stopped issuing visas to Nigerians. That 21-month ban was lifted on 15 July 2024. Emirates resumed daily Lagos–Dubai flights that October.

But the reset came with a condition that applies to Nigerian passport holders and almost nobody else: before you can apply for any UAE visa, you must first obtain a [[DVN|Document Verification Number — a Nigeria-specific digital pre-check. You upload your documents to the UAE's Document Verification Hub and receive a number that your visa application then quotes]] from the UAE's Document Verification Hub.

Your DVN is emailed to you within 5 business days of your application.
It is valid 30 days from issuance, or until your visa application has been processed — whichever comes first.
Applicants under the age of 13 are not required to apply.
The Hub quotes ₦640,000 plus VAT of 7.5% = ₦688,000, separate from your UAE visa fee, and non-refundable once paid.

Read the scope carefully. The Hub's own words are that a DVN is mandatory “to visit the UAE with a Nigerian passport”, and its application form offers only Tourist and Business visa types, asking for arrival and departure dates and a UAE sponsor. Whether an employment entry permit needs one is not settled by the Hub's own text — reporting says the rule applies across categories. Confirm with your employer's PRO and the Hub before you pay a naira, because you will not get it back.

Part 3 comes back to the DVN in detail, including the checklist that is not yours.
